If your friend has for example ip 213.1.132.100

Then he would not be able to enter your protected server because of the

ip range 213.1.0.0 - 213.1.255.255.

So what u need to do is to make 2 ranges instead of one.

Then u will be sure that noone else can join but your friend from that ip range.

So in this case it would be 213.1.0.0 - 213.1. 132.99 and 213.1.132.101 - 213.1.255.255.

So basically what you do is to block all ips but your friends.
